But it's not an enterprise, it's a department of government created in 1792 under the postal regulation power granted to Congress by the Constitution. And the PSRA2022—correct me if I'm wrong—doesn't fund USPS, it just relieves some fiscal obligations concerning employee retirement benefits.

Any other branch of government, asked to run itself like a business, would look like a colossal failure. The question is not whether USPS has failed, it's how much do we as a nation value a committed and reliable communication service. USPS has been dependable. I can't say the same for FedEx.

USPS receives no tax funding. They did receive a loan from Congressional appropriation but a loan is a loan.

Junk mail is annoying to everyone, but it's a necessary part of the funding model +because+ USPS receives no central funding.

USPS used to receive tax funding, but was reorganized in 1970/1971 to be mandatorily self-funding. That's the problem now. Operating costs shoot up (cough fuel) but there's no adaptive governmental funding source.

This is free market capitalism as intended, for bad or for worse.
