Could be old seeds. I work in a garden nursery and I grow my peppers etc with seeds from the year before. I let them dry out on a paper towel then put them in a ziplock back in a cool dry, dark space. I've been using the same line of seeds since my friend's grandpa snuggled them in from Italy.
