Blockades have long been understood to be an act of war, so Iran can respond to attacks on ships by launching a missile at something. If the US fallback plan is to continue a lower intensity war, blockading & firing standoff weapons into Iran, that is just doing less of what already wasn't working.

Over the course of this war, and really the entire US posture towards Iran, there seems to be this default assumption that building atom (fission) bombs is some arcane secret knowledge...when in reality a handful of replacement-level physicists can do it from first principles.
