I think flexibility, even outside the rules of what's classed as "flexible tickets", is needed. The point of ticket inspection should be to (1) find those who are avoiding paying, (2) set people right who are making mistakes, and (3) maybe a bit of berate people a bit for using a ticket at the wrong time when the train is packed.
