So uh. Yeah! Grab some cool colors use them to draw outlines around empty flowing blobs, and then add bright highlights. Man this looks so fun to try out later...

I get the general vibe that they're pointing in mostly the same direction. They're in the top right of whatever water blob. The highlights also show up a lot in the salmon colored parts of the water (though not always), so I guess you use the warmer color for the warm light source...

It looks like in the water closer to the top of the canvas, the colors are blending together a bit more, there's more of a gradient between transparency and opacity too. And of course, the shines. The pure white reflected highlights.

Second thing I notice: it is only greens, blues, and purples and... A salmon color too. So just draw a bunch of loose glooby flowing shapes with cool colored edges, leaving the center transparent. It's simple in concept, but looks like it requires a lot of practice to LOOK right.
