I would highly recommend you view the ICER webinar recording if you didn't watch it live. It was a balanced, extensive and efficient review of issues re: GLP-1 converage, including policy, R&D costs, clinical workflow, treatment effectiveness, and other relevant issues from various perspectives.
This statement is not universally true. Plenty of economists, especially health economists, do human subjects research and are familiar with IRBs.
