The IDB should be judged by delivery, not ambition.
With the cost of decarbonising steel, cement, chemicals & refining estimated at ~€500 bn over the next 15 years, the European Commission need to design the IDB around investment-ready projects while better coordinating funding.
The IDB could move projects forward by:
💶 Using CCfDs to deliver investable, long-term support
🔓 Prioritising projects that unlock wider decarbonisation
⏩ Aligning industrial projects with shared infrastructure
🔗 Strengthening early demand signals
EU & national funding is substantial but remains fragmented. The IDB could provide a more coordinated source of funding, tackling 3 key constraints:
⏰ Timely delivery of shared infrastructure
✅ Project readiness with credible cost estimates
📊 Early demand for low-carbon products
Industrial decarbonisation projects remain stuck because of:

📈 Higher operational costs
🚨 Carbon prices that are not high enough to justify the remaining extra cost of low-carbon production
🔀 Uncertainty around critical shared infrastructure
