Interesting that they will allow any vehicle manufacturer or fleet owner to apply for their own custom EER. I think this is a cool idea - if you create or use vehicles that are more efficient than the industry average then you can get rewarded with more credits. (Page 23)

Everyone's moved to smaller high compression engines to get higher MPG but still achieving the high peak horsepower numbers. Like the Audi A4 has a 2.0 liter inline turbocharged four cylinder making 260 hp, while getting 32 mpg highway. But it has an 11:1 compression ratio so it takes premium.
