The shapekey you have selected is set to 0.00 but shows at maximum in edit mode, but snaps back to 0.00 in object mode probably. To pose and have it stick that way in edit mode you just have to enable it in the armature modifier.

are you editing with a key selected? will snap back to basis when you go back to object mode like that unless the key is turned up. I hate when that happens.
