Future and existing student borrowers are likely to be worse off at times when inflation spikes unexpectedly, given that uplifts in maintenance loans are based on forecasts of inflation, rather than actual inflation. As with the inflation spike in 2022, real terms losses will get baked in [5/5]
In the long run, the only financial beneficiaries of any cap will be those who end up repaying their loans in full, i.e. the highest earners. Many will only benefit in a non-financial sense, if seeing their loan balance increase by a smaller amount causes them less worry or anxiety [4/5]
A fairer approach may have been to apply a βdiscountβ across the board (e.g. everyoneβs rate is 1 percentage point lower than it otherwise would have been), though this could be harder to communicate [3/5]
March RPI is likely to be higher than February RPI (3.6%) due to the situation in the Middle East. If it were 4%, graduates earning around Β£45k+ (and current students) will benefit from the cap, while there will be no difference for graduates earning less than ~Β£45k [2/5]
The government has announced a cap of 6% interest on plan 2 and 3 student loan interest ahead of the publication of the March RPI inflation figure, which is used to set interest rates for the following academic year. Who will benefit? [1/5]
Do 2nd chances in high-stakes exams lead to *long-term* gains?π

=> But zero effects in graduation & wages!

The recommendations look sensible and in line with the @cepeo-ucl.bsky.social briefing note @dominicpkelly.bsky.social wrote last year summarising the best available evidence at the time.
Around 1 in 7 23 year-olds were not in education, employment or training in 2023.

Surprising stat that less than half of all UK first-degree full-time students attend a uni within their local region
And a quote from our own @paul-ed-martin.bsky.social who points out that local students can be overlooked by unis targeting WP students and aiming to protect tuition fee revenue.
