DOSI is pleased to be on the ground again this week to support States and other actors in the BBNJ’s effective implementation.
#PrepCom3
Issues discussed at #PrepCom3 are fundamental to ensuring the conservation and sustainable use of biodiversity beyond national jurisdiction, including in the deep ocean, underscoring the importance of access to the best available scientific information and knowledge to inform and guide decisions.
The agenda today includes progressing discussions on the procedural and financial rules for the COP and its subsidiary bodies as well as rules and operational modalities. #PrepCom3
As week 2 of #PrepCom3 begins, delegates are continuing discussions on key issues and considerations for implementing the BBNJ Agreement before the first Conference of the Parties (COP).
These are technical conversations, but they are critical to how science and knowledge can support and inform sustainable ocean governance under the Agreement. DOSI members are on the ground and will continue to report on key issues and discussions. More to come in Week 2!
Delegations have been deliberating on the design, approach, and functions of the Clearing House Mechanism. This architecture will shape how information, knowledge, capacity and data are exchanged and shared, and how it will interact and work with other mechanisms, repositories, and databases.
Delegates are discussing the terms of reference and operational modalities for the #BBNJ Agreement’s subsidiary bodies, including the Scientific and Technical Body (STB). This includes consideration of the STB composition including number of members, expertise, and access to science and knowledge.
Week 1 at #PrepCom3 has been focused on the building blocks of the #BBNJ Agreement.
Our DOSI delegation is doing a great job on the ground, supporting delegate discussion on how the BBNJ Agreement will be operationalised.

With the BBNJ Agreement now in force (January 2026), the focus shifts to making it operational. Our delegation will support discussions on:
🔹Rules of Procedure for the first #BBNJ Conference of the Parties (COP)
🔹Subsidiary bodies, e.g. Scientific and Technical Body
🔹The Clearing-House Mechanism
DOSI ambassadors are at #PrepCom3 for the #BBNJ Agreement in New York.
Over the next two weeks, the DOSI delegation, led by Christine Gaebel & Marina Garwood, will be working to support States and other actors as they consider the rules, procedures, and institutions required for the implementation.
