I don't know if there's a phrase to describe this, but there's definitely an effect where an organisation or a person does too-clever strategic comms reframing their argument to suit the times, but is so genuinely good at it that they legitimately and sincerely forget their original motivation

Obviously bad-faith reasoning. Windfall super profits triggered by war is pretty much the perfect time to be installing a massive new tax on fossil fuel extraction, and if it isn't done now, next time it'll be less $$ to tax thanks to demand destruction

I notice that Labor is willing to risk political capital to push policy that is detrimental to the vulnerable.
