Writing villains is my favorite. My MMC started out as a 100% villain and inches closer to redemption over an ever growing mountain of bodies.
But whenever I'm stuck, I just ask "what would the biggest jerk do?" And I have the next scene

Psychic abilities require drugs, implants, and training to be practical. Their discovery in the distant past (21st century) was a fluke. Some uses, eg making anti-gravity objects, weren't discovered until much later. All practical uses are highly specific and limited. General use is next to useless
