Supply curve S1 has zoned capacity Q1 at price P1; but if we upzone to S2, we can get Q1 at price P2<P1.
Lesson: if we want low-price housing, we need zoned capacity Q(∞) to be a lot bigger than the target quantity (where supply intersects demand).

Sorry I can't stop thinking about this. This needs to be treated like a massive scandal because it is. The government made a major decision about someone's life using a machine (who has the data?) that was *completely wrong*. How often has this happened and not been caught? Who made this choice?
