He's suing "himself" and it will be a win for him and a loss for the American people. No sitting POTUS in history has sued the American Government. Sets a terrible precedent for the future as well.

I feel safe in saying that this is not a legal move on the part of the DOJ, and it will be relatively easy to fight in court. Elections are in the jurisdiction of the state, not the federal govt. Voter roles must be protected so that future elections are not rigged.
