Here are the restrictions I proposed:
1: People can no longer simply self-identify as transgender or cisgender. A panel of experts must make that determination. It can be appealed, but the individual person cannot unilaterally override his or her panel. The panel will make this determination when an adult (18 years old or older) has been referred by at least 3 individuals of good standing. If the panel decides somebody is transgender, that person is considered transgender by the law. If the panel decides that person is cisgender, that person is cisgender.
2: Transgender women who do not wish to undergo, or wish to but have not yet undergone, sexual reassignment surgery, must wear chastity cages that prevent their penises from becoming erect. These devices will be installed and regularly checked by the state, or by an agency contracted by the state. It will be illegal to remove these devices without authorisation from the government.
3: Transgender people must behave as their new gender according to social convention. For transgender women, it will be mandatory to voice train, to dress in a feminine manner, and to curtsey, amongst other etiquette restrictions. They will have to refer to Cisgender people as "sir" or
"ma'am". Transgender men must engage in at least a minimum number of masculine hobbies (at least 3, unless parental, medical, or military service reasons preclude it) such as tabletop wargaming or woodworking.
4: Official documents such as passports will reflect people's current gender identity AND their sex at birth. They will never retroactively state a person who was born male was born female, or vice-versa.
Can we agree that this is a reasonable middle-ground?
