Yeah, how we fund roads is stupid and irrational. Users don't pay the full direct costs, let alone the massive externality costs.
Local gov road funding varies significantly from place to place. On the aggregate, user fees (FHWA funds, vehicle registration, etc) amount to much more than "almost nothing".
But no dispute that user fees don't cover the full costs of roads, and that these subsidies encourage more driving.
It's about 2/3 nationally.
About 2/3 of road costs are paid by user fees.
Heavier vehicles pay higher taxes. Not enough to cover their costs. Taxpayers definitely subsidize heavier vehicles (including EVs).
