I use SAI 2 or Clip Studio a lot tbh. I use Substance too though for planning designs out + correcting seams + tweaks. It's about an even split between SAI+CLIP/Substance.

How to make a texture look like it has a 'flickering' screen effect.
Use a script with llSetTextureAnim and use the Ping_Pong parameters with a really short framerate and high speed.
For this particular instance the objects are separate I used a slightly different framerate so they'd be desync'd.
