I agree. But, perhaps the miracle is the coming together of people in a somewhat fractured society that (up to now) has been defined by individualism rather than community.

A violent force came in and people came together, reminded of the power they have when people care for one another.

For what it's worth, I hope it's true that a child's life was saved. Sadly, it's just as likely that ICE caused a near-drowning trying to kidnap the child or worse. (Or they removed the child's guardian.) Even more likely is that it's altogether exaggerated / fabricated. Where's the corroboration?

The problem is the only reporting sources don't cite any material other than the claims of Homeland Security.

Nothing says "propaganda" like the stock image of a warm-looking outdoor pool purporting to be Minnesota in February.

What is this meant to speak and symbolize? The best I can figure is that it juxtaposes the innocence and joy of the hat with the cold institutional form of the agents.
