Regardless of Trump's criminal and irresponsible rationale, that is a pretty poor comparison. Both attacks are violations of international law but that's about it. Trump seeks influence and regime change and thereby creates chaos & disruption. Putin seeks annihilation of a democracy and its people.

Das Gefühl der Bedrohung/Angst in der Bevölkerung wachzuhalten, ist zweifellos wichtig für autoritäre Regime. Der (Kriegs)Totenkult wird v.a. von religiösen Fanatikern zelebriert. Der russische(!) Mittelstand aber soll sich allenfalls vorm TV gruseln. So mein Eindruck.
Ich würde sagen, sein Interesse die Gefallenenzahlen zu vertuschen ist größer als sie zu stilisieren.
