No, of course not. But in the decision making process does it happen that infrastructure is not built because housing doesn't exist? For example transport or bus routes? Does the synchronisation of delivery with many actors play a role in housing not being built?

Your view of European airports might be skewed because of the non-schegen terminal for UK/IE flights, which are glorified cow sheds.
