Happiness and friendliness are different, of course. It's the difference between contentment and cheer.
We're generally a cheerful people. Just not especially happy on average, under that polite smile that holds open a door for a stranger.

It's an obscene amount of work that is justified because it allows you to inhabit a world that feels well-defined, but even that is just half the battle. Since, you know, then you have to actually follow those guidelines and draw/paint all of these very particular elements
But while you can sorta get away with adlib background characters, you most definitely need (especially with Shirahama being so particular about details) endless design sheets for all the highly specific props and elements they come across in this world
