Nicely put. May I add that Habermas wasn't expecting most of the other unpleasant, but very real phenomena of today's politics: populism, Euroscepticism, xenophobia, etc. It's fascinating how he clung to his normative convictions - but also kind of tragic as it made his theories highly unrealistic.
