Consider the low key way Starmer and Govt are implementing policy, opening doors to possibilities (EU, Nato, Non Doms, Crypto, methodically exposing short comings of opposition party's and vested interests etc) and it becomes clear that this rather unflappable man of integrity has to be the target.
