At IGN meeting on the Veto, LI spoke on behalf of 15 States on our initiative to implement Article 27(3) of the Charter. The initiative:
Does not constitute Security Council reform, but clarity about the Charter
Captures the minimum standard called for by the Membership in its implementation

The aim of this resolution is for the Membership of the UN to clarify what this provision means in practice, given that it has been inconsistently applied.

It outlines two cases to begin with: the illegal use of force against another State; and a competing territorial claim with another State.

Article 27.3 of the UN Charter says that “in decisions under Chapter VI, and under paragraph 3 of Article 52, a party to a dispute shall abstain from voting.”

Essentially, this means that the Charter forbids a State from voting in its own case (outside of resolutions authorizing force).

• the proposed crime categories have no basis in intl. law and may weaken protection of victims by ICC
• it missed the chance for broader support
• efforts to combat these crimes must remain grounded in intl. law
