No, but it's normal for any candidate for the job to hold DV anyway - normally you'd have to be a career diplomat, and the last time it wasn't was during the 1970's.

I - also a previous holder of DV - simply do not believe that the Head of the Diplomatic Service would over rule a failed vetting without a clear Ministerial or PM instruction.

I just don't.

Add to this that the FCDO was against Mandelson being appointed anyway - so why go into bat for him?
