russia launched deadly daylight strikes on a Nikopol market, killing 5 and injuring 19, including a critically wounded 14-year-old.

We do have a treaty with the russian federation. They ratified the border in exchange, we promised allow non-military transit.
This doesn't apply to sanctioned goods. Since such goods are sanctioned transit was halted.
