Yeah, I see what you mean. I've personally often found the portal guidelines unclear, but if you've had success in the past applying to these same grants, it seems more likely that it's a matter of them deprioritizing midcareer artists lately.
There has been a shift towards prioritizing emerging artists; many established and midcareer artists seem to not be receiving funding they used to count on :( Re: grant writing, some committees have opaque & idiosyncratic expectations, so maybe that's what they meant rather than writing quality?
