Yes, this is a hard one. It was reimplimented by Advanced Squad Leader which is actually simpler to learn despite its name. But ASL can also be a noddle scratcher.

Solid choice for a first post. I remember finding a copy of this in an antique store sometime in the late 90s and spending the next 3 days figuring out how to play, not an easy task with those rules and an ADD brain.
