Oogenesis in humans typically starts 8-20 weeks post implantation. Spermatogenesis in humans typically starts at puberty.

So, technically, that Executive Order defines us all as asexual neuter.

It is true that mammals will develop towards the female body plan unless something intervenes to change that.

However, the EO claims to define sex by the production of large/small gametes at conception.

At conception, a human fetus isn't producing *any* gametes.
