I worked at DHS HQ as a contractor. There was no way you were going to get CBP to work closely with HQ, ICE or CIS. They were hostile AF towards each other on the project I was on and you haven't seen pettiness and backstabbing like with DHS feds. It's always been toxic since Bush created it.
