The third option (I think more likely) is that he doesn't care about the impact that any of his words or actions have on antisemitism globally as long as it advances his domestic political agenda. That's at least my takeaway from how he's conducted all policy since 10/7
My guess is that any impact he has on global antisemitism is seen as secondary to his domestic political concerns

My post was simply pointing out that Jews outside of Israel (in this case in Iran) aren’t culpable for actions of the Israeli state. You responded by sharing details of interactions that the Israeli state had with the Shah’s government.
No one here is downplaying any involvement Israel had with the Shah. Instead you seem to be supporting the concept that the Jews of Iran are also implicated
