Yes, the top-line budget numbers are (nearly) flat. I can assure you that does not mean that the state of science is sound. That is already a low bar for success. And, if last year is a guide, we should not expect that federal agencies will use $$$-s as intended:

In a (large) journal I'm an AE for, we ask authors to reach out and let us know. We take it from there, which can go in many directions, including taking measures towards the reviewer, and adjusting review answer requests. The main message: reach out to the AE and/or EiC and let them know.
