"Guagua" is a new one for me, love how those buses have a different name in every city/state/country even neighborhood sometimes.

I've used it that lot overnight for years with a permit. We are going to street park overnight and move to the lot in the AM to avoid the sweeper. One thing that would certainly help is to shift from 4 sweeps to 2. Street parking around my house is very tight already.
