Based on this draft network, looks like the highlighted step needs reanalyzing. Any roadway with posted speeds of 25 mph or 3k ADT is out of alignment with the referenced guidance. ADT (avg vehicle volumes per day, modeled) mapped for many of these streets here experience.arcgis.com/experience/8...

Without a Planned Functional Class map and table (example below) demonstrating how these roadways will have vehicle volumes at 3k ADT or less, it's hard to take the Bike Boulevard - Class III Enhanced planned bikeways seriously ...

But their Planned Bike Blvd Network includes many streets with ADT 2-4x that number (see link below). Downtown is especially full of them - Market Street downtown, India, Kettner, E Street, Ash, Broadway, Cedar, 4th, 5th, 8th, Island, Park Blvd s/o K St.

The only existing Bike Blvd designated by the City is Landis Bikeway, used as their representative photo here. The City's Draft Street Design Manual Update states that a Bike Boulevard is only for residential roads with less than 3,000 Average Daily Traffic (ADT) to reduce car / bike passing events.

East/West through streetcar suburbs on the mesa rely on North Park/Mid-City bikeways, emphasizing the need for the Robinson Bridge and Howard Bikeway to connect to Uptown. You can see the All Ages and Abilities network is very sparse, intended to be connected by "Bike Boulevard - Class III Enhanced"

There are protected bikeways planned to close the gaps on Harbor Drive, Pacific Highway, India St in Middletown, Park Blvd in Hillcrest and other good north/south connectors like 47th/Fairmount, 54th, and College Ave

Some are new to the network, some are in recently adopted community plans

Reminder of the mode share targets in the legally-binding landmark Climate Action Plan bsky.app/profile/heyj... we're at .6% commute to work mode share, For reference, the first major city to hit our 2030 goal (7%) was Portland. The 2021 Regional Plan has City of SD at just 1.5% mode share by 2035

but they’ve got to be the target user prioritized in the redesigns of these roadways if we’re going to meet these goals. We’ve seen the results of doing this for motorists over the past century, it’s how we’ve gotten such high drive alone and carpool numbers.

Easier said than done, the commute mode share chart shows a supermajority of people choose other modes and many will see these conversions as taking something from them. The 7% of people biking by 2030 group is never going to send enough thank you emails, write enough posts, do enough interviews …

Parking lanes and travel lanes throughout the city are ripe for upgrade like the recent Clairemont Drive example above. Biking is now an option for more people, every road user is safer, it’s time to acknowledge that’s more important than other factors and quickly get over the “hill of hysteria”

We’ve got to invest more in biking, and convert more of the transportation network to serve this mode, upgrading a parking lane and a travel lane to cycle tracks. Governor Drive still represents a great opportunity for improvements to shift trips to other modes.

Speed differentials might be a bit high between downhill/uphill riders with occasional people walking / running in it too as de facto sidewalk but yeah, seems like the better alternative.

They typically just limit work to between the curbs on these resurfacing projects. Sidewalk would be nice, but are quite expensive and isn’t this the cross country course? Painful memories tell me it is 😮‍💨

Thanks! It’s an improvement, reminds me of similar in Banker’s Hill which are appreciated. Should the City’s “Class IV first” approach apply uphill on the Morley Field side here w/ floating parking, even if it means removing parking on the downhill side? Should a downhill bike lane be prioritized?

This City can and does do really quality bikeways and complete streets projects too. Here’s a good example in PQ (see street view maps.app.goo.gl/ib8WLhCPB9sb...)

We should probably temper our expectations about what can be done during resurfacing v. reconstruction.
