✅To tackle these issues, we re-opened 8 recommendations including clarifying lease management roles and responsibilities, updating the lease policy, and developing a complete central list of leases. Addressing some of these issues will depend on additional resources.
🔎We also found that there is no staff person currently in charge of citywide lease management. Limited staff capacity and lack of clear direction from management make it hard for the City to stay on top of its rental agreements.
⚠️We found that there is no guidance for offering below market rate rent, or when the City should pay for utilities and other fees. Differences in lease terms could result in unfairness across rental agreements.
🔑The audit team found that the City lacks a central complete list of #leases and according to Public Works staff, has lost track of its own property in the past.
