Yes, but some places are more likely than others. I lived in a valley that didnt get as many tornadoes, but I still had a few close enough that we could have taken a quick drive to watch. Towns not far away seemed to get more

I dont think so because a rider on a horse doesnt need to pump their arms to keep balance on the horse (they do other techniques). I think they would sway forward and backward like horses do with their head while galloping. If theyre feeling silly I think theyd do a Naruto run
