Dylan at his best when the broad sentiment or big picture is clear enough but the details are mysterious and open to interpretation. Takes very rare talent to pull that off.

Boots on the Ground sees Tom Waits once more identifying with the low-ranked soldier, sent off to fight someone else’s war.
Which is interesting, given the accompanying video’s focus on the derided ICE agents, suggesting that they too are only a pawn in their game.
