The problem is that we do not support victims on a social level. Our systems are designed to punish, not protect or restore. That's what we need to fix.
In the 90s, many laws were passed to make it effectively compulsory for prosecutors to move forward with criminal charges against domestic abusers. This was viewed as a win at the time, but what it actually did was to remove agency from victims and, sometimes, make their situation more precarious.
We do not have the structural supports in place for victims of sexual violence to reliably come forward without risking their lives. This lack of support also makes it difficult for people who "know" about it to come forward, because tugging on that thread will ultimately lead back to the victims.
