Instead of paying millions of dollars to hold more people, the County could also simply pay for detained people to have counsel at their bail hearings like the City does (and like the Constitution requires, but whose counting)
Also this is pretrial detention. People are there before any finding of guilt. Weird to have the perspective that everyone there needs to “reform themselves” when there are at least some ppl there for no real reason who will be acquitted
