I'd argue that being mayor of Chicago or New York is potentially a bigger deal than being governor of one of those States. those cities absolutely dominate their states.

Springfield is the capital, but nowhere near the largest city in Illinois. The capital city of New York is Albany, not New York City.
Mayor of Chicago? Rahm Emanuel was/is definitely a serious politician. He's not currently the mayor, though.
