His plan/suggestion ultimately works despite Rhaenyra protesting at first. When rumors spread about Rhaenyra's children, announced to be fathered by Laenor, are truly Harwin's things don't go well. He confronts Harwin about it and Harwin maintains that he has his own honor while Lyonel has his.

He serves dutifully and loyally as Hand, often offering honest and sound advice. It is he who suggests wedding Princess Rhaenyra to the son of the Sea Snake to mend the rift between King Viserys and Lord Corlys, which began when Viserys turned down Laena Velaryon as a choice to be his second wife.

Lyonel Strong is the lord and patriarch of House Strong. He is the father of two sons, Harwin and Larys. He is the Master of Laws to King Viserys I Targaryen. When Viserys dismisses Otto Hightower as his Hand after Otto makes disturbing allegations against Rhaenyra, Lyonel becomes Hand of the King.
