Key thing in this stage is to control the level of details. You don't want to render every little thing - surprisingly, the full image won't look detailed at all this way.

Usually I do a rough sketch/layout, make quick 3D blocking sketch, paint over it to show locations and points of interest + colors, and then repaint over it with clean line and colors.
Yeah, it depends on the goal. Sometimes I need to do more readable city, so I lose some shadows to make it detailed and more bright and colorful too.
