For protest coms, GMRS radios are more useful. Even if they ARE being monitored, there is nothing tying you to the broadcasts other than your callsign. A GMRS license covers your entire immediate family (So thine dottir legally can use your radios and callsign) and easy to use. Range is good.

Cellphone encryption is based on the generation of the protocol they are using. 5g has better encryption than 4g (LTE) has better encryption than 3g (CDMA/GSM). So if you are oot and aboot with your cell, don't use it (ANd ideally turn it fully off) if you see it is getting a 3g (or lower) signal.)
