Especially with the continuing risk of new COVID-19 variants, it is essential to maintain an “occupational hygiene plus” approach at work i.e. integrating vaccination with other control strategies. Relying only on vaccination programmes is asking for trouble.
However, when source and pathway control have been neglected or are insufficient, just as firefighters may have to rely on indispensable Respiratory Protective Equipment (RPE) for protection, so too Health Care Workers have to rely on RPE.
Clearly every effort should be made to mitigate risk, first through source control and then through pathway control such as by investment in ventilation / filtration.
During the COVID-19 pandemic "following public health guidance” often became a euphemism for ignoring occupational hygiene science and good practice, and for not complying with health and safety obligations towards employees.
There are indeed many contributory causes leading to death of workers from COVID-19, but there is only one necessary cause of COVID-19 mortality, namely exposure to an infectious dose of viable SARS-CoV-2 viruses!
There was a narrative of “underlying conditions” so deaths of workers seemed to be ascribed to factors specific to the victims; and not to the failure of the employer to provide an environment that eliminated or minimized exposure to known hazards.
Unfortunately the authorities fed false narratives to workers. Workers were worngly told that surgical masks were OK as 'Personal Protective Equipment'.
