The majority on welfare programs are working families and a considerable amount of those who are low income and who qualify for government assistance underutilized these resources, something Dr. Desmond refers to as welfare avoidance.

Ninety six percent of American adults have relied on major government programs and the biggest beneficiaries of federal aid are affluent families.

This is a reminder that we, Americans, all rely on government programs.
