There's definitely a line between this intended love-bomb celebration event, and a popularity contest. Suppose one person's OC is deemed "too complex to draw" so artists draw that one less frequently than, say, a prettier or simpler OC belonging to someone else.

With the added caveat of, "love-bombing someone's OC when it's NOT their birthday".
Not to say birthday celebrations are unneeded or anything like that, just that it feels like "well this is your one day, we'll see ya 365 days from now" rather than unprompted, unexpected, random love-bombing.
