My take would be new voters coming onstream as immigrants & people coming of age. I’m sure the corollary of voters dying off / moving would be subsumed by the other trends at the other end.

Such a cynical framing too, as anti-immigrant parties & media collude to make it an issue - whipping it up all the while until it’s true.
