The methodology seems fairly simple, but I cannot wrap my head around some of the results shown.

How come Italy be on the "moderately prepared" when most of their capacity is gas and it doesn't seem that they're investing into renewables?
Romania and Bulgaria are heavily investing in Nuclear, Wind, and Solar, and yet, they're in the red zone.

I can't make make sense of this index.
How come countries like Lithuania, Latvia, and Estonia that today rely mostly on renewable sources and energy imports from countries with clean energy generation like Finland and Sweden are in the "not prepared" category.
