They are not serious about HE - I have tried to talk to senior(ish) reform figures on Higher Education. They generally lack enough knowledge for the conversation to make sense. that's not shade just the reality of my interactions.

Here's the relevant chart from the above report. It's rare to see such a clear, consistent slope in any social trend. That segregation is decreasing is perhaps the best evidence, least controversial social fact of modern Britain

Counterintuitive but makes sense: wfh doesn’t encourage a “work from anywhere” world, rather it reinforces large cities bc long commute times become less of a disutility
